Michigan Marijuana Driving Ruling By State Supreme Court Offers Limited DUI Protection

Michigan's Supreme Court has ruled that taking a toke before driving is OK for state-approved marijuana patients in certain circumstances. In a unanimous ruling Tuesday, the high court decided that the Michigan Medical Marihuana Act (MMMA) supersedes a zero-tolerance drug policy provision of the Michigan Vehicle Code.

Approved by state voters in 2008, The MMMA, allows patients suffering from a list of designated ailments like cancer or Crohn's disease to take marijuana as medicine, provided they have legitimate certification from a doctor.

The Supreme Court judgement overturned an appeals court decision involving Rodney Koon, a man stopped for driving almost 30 mph over the speed limit in Grand Traverse County in 2010, the Lansing State Journal reports.

At the time, he let police know he had a state marijuana card and had smoked pot five to six hours before the driving incident. A blood test later confirmed the substance was in his bloodstream.

The Supreme Court sided with Koon in its ruling, deciding Tuesday that "the MMMA shields registered patients from prosecution for the internal possession of marijuana." While noting that the act prohibits driving while "under the influence," the state's highest court took issue with the appeals court's strict interpretation of the law.

"While we need not set exact parameters of when a person is 'under the influence,' we conclude that it contemplates something more than having any amount of marijuana in one's system and requires some effect on the person," the court stated in a document cited by MLive.

Pointing out the MMMA's lack of specifics in determining whether someone was "under the influence" of pot, the court also suggested that legislators institute a state marijuana limit comparable to a blood alcohol level for drunk drivers.

Russian confidence growing in its vision for ending Syrian war

Russia believes that its long-held vision of how to achieve peace in civil war-torn Syria has at last become possible due to a shifting balance of forces in the war and changing perceptions in the West, experts say.

In Russia's view, peace would come through a negotiated settlement between the Bashar al-Assad regime and at least major elements of the anti-Assad rebels.

Newly assertive in advance of an upcoming peace conference to be jointly sponsored by the US and Russia, Moscow is insisting that rebel factions who come to the meeting must do so "without preconditions," meaning no demands for Mr. Assad's removal. It is also advocating that Syria's main regional ally, Iran, should be included in the talks along with other players like Saudi Arabia.

"It?s important to put the main things first, and in this sense I am convinced that timing is the last thing that should be decided, when the most important things are agreed," Russian Foreign Minister Sergei Lavrov said Monday in Sochi, answering a journalist's question about when the conference will take place.

"The main thing is to ensure the agreement of opposition groups to participate in the conference without preliminary conditions," and not attempt to set "unrealistic" conditions, he said. "There is no doubt that it is obligatory to invite all neighbors of Syria without exception. Iran, as you know, is a neighbor of Syria."

Many analysts say that Russia's new tone of leadership on the issue comes from the feeling that it's been vindicated by signs that Assad's forces have fought the rebels to a standstill, and have even begun taking the offensive in some key areas. Russia has long argued that the West viewed the Syrian conflict simplistically, as democracy-versus-dictatorship, while realities on the ground decreed from the start that the fight would be long, bloody, and perhaps impossible to solve by military means.

"The West seems to have thought that they could get [President Vladimir] Putin to pressure Assad into leaving, and all would be well," says Georgy Mirsky, an expert with the official Institute of World Economy and International Relations in Moscow.

"That's complete nonsense. Assad will stay till the very end, and he has many resources to do so. Meanwhile, the opposition is increasingly being taken over by radical Islamists, who look like the only people capable of defeating Assad. But these are the followers of bin Laden. Are the Americans really ready to go on supporting them?" he asks.

Experts say official Moscow has noted a subtle change of tone in the West recently, especially since Secretary of State John Kerry met with Mr. Putin two weeks ago and agreed to stage the peace conference. For one thing, they say, President Barack Obama has backed off talk of "red lines" that might trigger US intervention in Syria. In a press conference last week with visiting Turkish Prime Minister Recep Tayyip Erdogan, Mr. Obama said that getting directly involved in the conflict is "not going to be something that the United States does by itself."

In another newly self-confident message, clearly aimed at the West, Moscow has let it be known that it will complete deliveries of advanced weapons systems to Assad's forces. They include the hypersonic Yakhont anti-shipping missile ? some of which have reportedly been delivered ? which could threaten warships up to 200 miles off Syria's coast. Moscow has also indicated that it will complete a contract to supply sophisticated S-300 anti-aircraft systems, which are capable of shooting down modern fighter aircraft at great distances and altitudes. In combination, the two weapons could deeply complicate any Western effort to repeat NATO's limited intervention in Libya, which led to the downfall of dictator Muammar Qaddafi.

In statements to the media last week Mr. Lavrov insisted the arms contracts were old, signed before Syria's civil war began, for "defensive arms" only, and completely legal under international law. At a meeting in Sochi with Israeli Prime Minister Benjamin Netanyahu last week he reportedly rebuffed all appeals to halt the deal.

"Contracts have to be fulfilled. Lavrov said these are not new deals, they were signed in the past," says Vladimir Sotnikov, an expert with the Center for International Security at the official Institute of World Economy and International Relations.

"Other countries are supplying weapons [to both sides] in Syria. Why is Russia singled out? The Assad regime is the legitimate government of Syria, there is no other. And Syria has a right to defend itself, especially since there have already been Israeli air raids against it," he says.

But Russia did halt weapons sales ? including a deal to supply S-300 missiles ? to Iran in 2010 following entreaties by the US and Israel to do so. And Moscow voluntarily gave up nearly $5 billion in weapons contracts with Mr. Qaddafi after abstaining on a UN Security Council resolution to authorize NATO's use of force in Libya the next year.

During the cold war the Soviet Union regularly provided its client states with advanced weaponry to counter Western interests. Long and brutal proxy wars were fought in Vietnam, the Middle East, Angola, and other places.

Experts say those days are gone and, despite some appearances, Putin's Russia is not attempting to return to Soviet-style geopolitics.

"By publicly revealing these missile deliveries, Russia is saying to the West that this peace conference is the last chance to attain a negotiated settlement. If the conference fails, which seems quite possible, then the Russian message to the West is that if you step up arms deliveries to the rebels, our aid to Assad will be increased too," says Fyodor Lukyanov, editor of Russia in Global Affairs, a leading Moscow foreign policy journal.

"In cold war times it was clear why these superpower standoffs took place. But we no longer live in a bipolar world, and Russia does not seek these days to challenge US hegemony in any systematic way," he says.

"For Russia, at this point, the key is to try to reverse that post-cold war trend which aims to legitimize Western interventions to settle local conflicts. There are a lot of reasons why Russia feels this way; perhaps our leaders fear that, eventually, such precedents might even be used against us. But non-intervention is now a basic Russian principle...

"So Russia's actions around Syria today can best be understood as Moscow's way of saying 'No'. International action to remove Assad is not going to happen. It's not the way forward."

The Leuven Centre for Global Governance Studies (GGS) is coordinating a major, four-year, FP7-funded project on the European Union's internal and external human rights policies. The consortium comprises more than 100 researchers from 17 countries. It will study the factors, actors and policies involved in the EU's human rights promotion efforts and ultimately seek to formulate practical recommendations and tools to enhance the coherence and effectiveness of EU human rights policy.

The project, which carries the acronym FRAME (Fostering Human Rights Among European (External and Internal) Policies), is the largest FP7-funded project in the humanities and social sciences ever coordinated by KU Leuven. 'FP7' refers to the Seventh Framework Programme, the European Commission's highly competitive fund for research and technological development.

The project will be articulated around four clusters of research: factors, actors, policies, and tools. Those clusters group together the different types of issues that condition the impact of the EU's internal and external human rights promotion efforts.

'Factors' include diverging cultural views on human rights and the increasing challenging of the EU's universal conception of human rights; and the difficulties in human rights promotion caused by the different levels (global, regional, national and local) of competence on human rights.

'Actors' include those entities whose activities positively or negatively impact the promotion of human rights worldwide, such as international organizations (regional or universal, specialized or general), non-state actors (e.g. NGOs or revolutionary movements) or multinational corporations.

'Policies' are the different EU internal and external policies that play a role in the promotion of international human rights. This potentially includes the whole EU action, but will focus on anti-terrorism, migration and border control policies, action relative to domestic and international conflicts, development and trade policies, and the EU's dedicated 'Human Rights and Democratisation policy.'

'Tools' are policy innovations put forward by FRAME to help the EU enhance its positive impact on international human rights. To that end the project will develop indicators to measure such impact and formulate a 'policy toolbox' operationalizing best human rights practices in the EU context.

On top of coordination duties, GGS Director and Jean Monnet Chair Jan Wouters and his team will also be involved in research. They will notably lead a work package on how the EU's trade and development partnerships can be used as 'smart incentives' to alleviate the erosion of basic rights such as access to food, health, water and clean air in at-risk countries. This study will be supported by a number of case studies.

FRAME members will regularly communicate their progress during open workshops and through policy briefs and academic publications. The consortium will deliver its recommendations and tools in a report to the European Commission at the end the project. An international conference and five outreach events on four continents are also planned.

The FRAME consortium consists of 19 leading European and international institutions from 17 countries.

Anthony Weiner launches bid to become NYC mayor

NEW YORK (AP) ? Anthony Weiner's run for a renaissance is officially on.

The ex-congressman whose career imploded in a rash of raunchy tweets two years ago said in a YouTube video announcement late Tuesday that he's in the New York City mayoral race. He'd said last month he was considering it.

"I made some big mistakes and I know I let a lot of people down, but I also learned some tough lessons," he said in the video. "I'm running for mayor because I've been fighting for the middle class and those struggling to make it my entire life. And I hope I get a second chance."

With that, Weiner is embarking on an audacious comeback quest, hoping to go from punchline pol whose tweeted crotch shot was emblazoned on the nation's consciousness to leader of America's biggest city.

The Democrat is jumping into a crowded field for September's primary. He's arriving with some significant advantages, including a $4.8 million campaign war chest, the possibility of about $1.5 million more in public matching money, polls showing him ahead of all but one other Democrat ? and no end of name recognition. His participation makes a runoff more likely, and many political observers feel he could at least get to the second round.

But Weiner has continued to contend with questions about his character and the scandal that sank his career just two years ago.

After a photo of a man's bulging, underwear-clad groin appeared on his Twitter account in 2011, he initially claimed his account had been hacked. After more photos emerged, the married congressman eventually owned up to exchanging racy messages with several women, saying he had never met any of them. He soon resigned.

In seeking a second chance, Weiner will have to overcome some voters' misgivings; in a recent NBC New York-Marist Poll poll, half said they wouldn't even consider him. He can expect opponents to hammer at his prevaricating past, and he said in a recent interview on the RNN cable network that he couldn't guarantee that no more pictures or people would emerge.

Weiner has taken a series of steps recently to rehab his image and reintroduce himself, including a lengthy magazine profile and a series of local TV interviews. He hasn't responded to interview requests from The Associated Press.

He also has released a platform of sorts, a list of ideas styled as a blueprint for helping the city's middle class thrive. The suggestions, some of them updates from a mayoral run he nearly made in 2009, range from giving every public school student a Kindle reader to using Medicaid money to create a city-run, single-payer health system for the uninsured.

"Anybody who underestimates Anthony Weiner's ambition is a fool. And anybody who underestimates his ability as a candidate is a fool," says retired Hunter College political science professor Kenneth Sherrill. But "we're going to see, basically, if Weiner can take hits as well as he can dish them out."

Nigeria military: 17 killed during offensive

ABUJA, Nigeria (AP) ? Nigeria's military says its offensive against insurgents in the country's restive northeast has killed at least 14 suspected Islamic extremists and three soldiers.

Brig. Gen. Chris Olukolade, a military spokesman, said in a statement that one soldier also was missing as "forces have been engaging a large number of heavily armed terrorists" for the last two days. He did not say exactly where the fighting occurred but that about 20 people were arrested.

There was no independent confirmation of the military's claims.

Olukolade says the extremists are in "disarray" and fleeing to Nigeria's borders with Cameroon, Chad and Niger.

A decree by President Goodluck Jonathan put Adamawa, Borno and Yobe states under emergency rule, allowing the military to arrest anyone and occupy any building it suspects of housing extremists.

Nadal beats Federer, Serena wins at Italian Open

ROME (AP) ? After all these years, Rafael Nadal still knows how to dominate Roger Federer.

In the 30th meeting between the tennis greats, Nadal controlled the final from the start and won 6-1, 6-3 Sunday for his seventh Italian Open title.

"Rafa was just too good today," Federer said.

It tied for the second most lop-sided win in the series since Nadal also lost just four games, but over three sets, in the 2008 French Open final against Federer. At the tour finals in London in 2011, Nadal allowed Federer just three games.

"For that to happen between two players with not that much difference, it has to be because one player plays very well and the other is having more mistakes than usual," Nadal said. "That's all."

Nadal improved to 20-10 in his career against Federer, and showed once again that he'll be the player to beat when the French Open starts next Sunday. It was the fifth-ranked Spaniard's sixth title since returning earlier this year from a seven-month layoff due to a left knee injury.

"I'm playing much better than I dreamed of a few months ago," Nadal said. "I'm doing the right things to play well."

Federer complimented Nadal for the way he took his time before returning to the circuit.

"It goes to show that's what every player should do," Federer said. "Now he's as strong as ever and is going to be the favorite for Roland Garros."

In the women's final, Serena Williams won her fourth consecutive title of the year in impressive fashion, defeating third-seeded Victoria Azarenka 6-1, 6-3. The top-ranked American will go to Paris on a career-best 24-match winning run.

Williams was coming off consecutive titles in Miami; Charleston, South Carolina; and Madrid last week.

She didn't drop a set while winning this title.

"I moved better than I did all week," Williams said. "Hopefully I can stay like this. I feel really good."

Federer hadn't previously dropped a set all week as well, but he had no reply for Nadal's topspin-heavy groundstrokes. The 17-time Grand Slam winner attempted serving and volleying, but he either missed the volley or Nadal passed him with the return.

Federer lost 10 points to nine won at the net. He also committed 32 unforced errors to Nadal's eight.

"I was missing too many easy forehands," Federer said. "And if you don't stick your volleys or serve very accurate it's very difficult."

It was 20th meeting between Nadal and Federer in a final, tying the Ivan Lendl-John McEnroe rivalry for most championship matchups in the Open era.

Center court at the Foro Italico was packed to the limit with 10,500 fans, but the crowd didn't get to see too much tennis. The men's final took only 1 hour, 9 minutes ? a far cry from the 2006 final in which Nadal beat Federer in a fifth-set tiebreaker after more than 5 hours.

Rome remains one of the few important tournaments that Federer has never won. He also lost the 2003 final to Felix Mantila.

The women's final Sunday was also a short affair.

On a pleasant spring day, Williams immediately took control by breaking Azarenka's serve twice to take a 3-0 lead in the opening set.

The 15-time Grand Slam winner slugged winners at will off Azarenka's first and second serves, stepping into the court to dictate play at every opportunity.

Azarenka grew distraught at the end of the first set, twice slamming her racket on the court in desperation.

After trading breaks midway through the second set, Williams took control again when Azarenka double-faulted to give her a 5-3 lead. Williams served out the match at love, letting out a big scream when she unleashed a backhand winner down the line to close it out.

"She definitely showed incredible tennis today," Azarenka said. "But I don't think the score says how close the match was. She was better at the key moments."

Williams held a 41-12 edge in winners and served nine aces to Azarenka's none.

"It wasn't really easy out there," Williams said. "I just came up with the good shots at the right times."

Williams has twice won 21 matches in a row before, although they came more than a decade ago, in 2002 and the beginning of 2003.

Martina Navratilova established the longest women's winning run in the Open Era at 74 matches in 1984.

Williams' only previous title at this clay-court event came when she beat Justine Henin in the 2002 final.

That was also the year she won her only Roland Garros title. Last year in Paris, Williams lost in the opening round of a major for the first time, falling to 111th-ranked Virginie Razzano of France.

"The lady in the mirror is the ultimate opponent for me," Williams said, looking ahead to Paris. "I'm going to try and win every match and be really cautious going for every point."

At 31, Williams is back at the top of her game after missing 11 months in 2010 and 2011 with a right foot injury and a pulmonary embolism.

In the women's doubles final, Su-Wei Hsieh of Taiwan and Peng Shuai of China upset the top-ranked Italian pair of Sara Errani and Roberta Vinci 4-6, 6-3, 10-8. In the men's final, top-ranked Bob and Mike Bryan of the United States beat the sixth-ranked Indian pair of Mahesh Bhupathi and Rohan Bopanna 6-2, 6-3.

Obama agenda seems to be weathering controversies

WASHINGTON (AP) ? Despite Democratic fears, predictions of the demise of President Barack Obama's agenda appear exaggerated after a week of cascading controversies, political triage by the administration and party leaders in Congress and lack of evidence to date of wrongdoing close to the Oval Office.

"Absolutely not," Steven Miller, the recently resigned acting head of the Internal Revenue Service, responded Friday when asked if he had any contact with the White House about targeting conservative groups seeking tax-exempt status for special treatment.

The president's re-election campaign?" persisted Rep. Devin Nunes, R-Calif.

"No," said Miller.

The hearing took place at the end of a week in which Republicans repeatedly assailed Obama and were attacked by Democrats in turn ? yet sweeping immigration legislation advanced methodically toward bipartisan approval in the Senate Judiciary Committee. The measure "has strong support of its own in the Senate," said Sen. Amy Klobuchar, D-Minn., a member of the panel.

Across the Capitol, a bipartisan House group reported agreement in principle toward a compromise on the issue, which looms as Obama's best chance for a signature second-term domestic achievement. "I continue to believe that the House needs to deal with this," said House Speaker John Boehner, R-Ohio, who is not directly involved in the talks.

The president's nominee to become energy secretary, Ernest Moniz, won Senate confirmation, 97-0. And there were signs that Republicans might allow confirmation of Sri Srinivasan to the U.S. Court of Appeals for the District of Columbia Circuit, sometimes a stepping stone to the Supreme Court.

Separately, a House committee approved legislation to prevent a spike in interest rates on student loans on July 1. It moves in the direction of a White House-backed proposal for future rate changes to be based on private markets.

Even so, Rep. Fred Upton, R-Mich., chairman of the Energy and Commerce Committee, said, "It's been a bad week for the administration."

Several Democratic lawmakers and aides agreed, and expressed concern about the impact on Obama's agenda ? even though much of it has been stymied by Republicans for months already.

At the same time, Rep. Dave Camp, R-Mich., voiced optimism that the IRS controversy would boost the push for an overhaul of the tax code, rather than derail it. "It may make a case for a simpler tax code, where the IRS has less discretion," he said.

Long-term budget issues, the main flash point of divided government since 2011, have receded as projected deficits fall in the wake of an improving economy and recently enacted spending cuts and tax increases.

Even before Obama began grappling with the IRS, the fallout from last year's deadly attack on the U.S. diplomatic mission in Benghazi, Libya, and from the Justice Department's secret seizure of Associated Press phone records, the two parties were at odds over steps to replace $85 billion in across-the-board spending cuts. In particular, Obama's call for higher taxes is a nonstarter with Republicans.

Other high-profile legislation and presidential appointees face difficulties that predate the current controversies.

Months ago, Obama scaled back requested gun safety legislation to center on expanded background checks for firearms purchasers. That was derailed in the Senate, has even less chance in the House and is unlikely to reach the president's desk.

Republicans oppose other recommendations from the president's State of the Union address, including automatic increases in the minimum wage, a pre-kindergarten program funded by higher cigarette taxes and more federal money for highways and bridge repair.

In a clash that long predates the IRS controversy, Senate Republicans seem intent on blocking Obama's nomination of Tom Perez as labor secretary. Gina McCarthy's nomination to head the Environmental Protection Agency is also on hold, at least temporarily, and Democrats expect Republican opposition awaits Penny Pritzger, Obama's choice for commerce secretary.

Rhetorically, the two parties fell into two camps when it came to the White House troubles. Democrats tended to describe them as controversies, Republicans often used less flattering terms.

Speaking on the Senate floor, Sen. Roger Wicker, R-Miss., accused the administration of fostering a "culture of intimidation." He referred to the IRS, the handling of the Benghazi attack and Health and Human Services Secretary Kathleen Sebelius' "fundraising among the industry people she regulates on behalf of the president's health care law."

Two days later, Camp, a 23-year veteran lawmaker, opened the IRS hearing by calling the agency's actions part of a "culture of cover-ups and intimidation in this administration." He offered no other examples.

Rep. Trey Radel, a first-term Florida Republican, said in an interview, "What we're looking at now is a breach of trust" from the White House.

House Democratic leader Nancy Pelosi of California offered a scathing response when asked if the controversies would hamper Obama's ability to win legislation from the Republican-controlled House. "Well, the last two years there was nothing that went through this Congress, and it was no AP, IRS or any other (thing) that we were dealing with."

"They just want to do nothing. And their timetable is never," she said of GOP lawmakers.

Similarly, Senate Majority Leader Harry Reid gave no ground on Benghazi, a dispute that increasingly centered on talking points written for administration officials to use on television after the attack last September in which U.S. Ambassador Chris Stevens and three other Americans were killed.

"It's obvious it's an attempt to embarrass President Obama and embarrass Hillary Clinton," he said of Republican criticism that first flared during last year's election campaign.

On a third front, Sen. Chuck Schumer, D-N.Y., resurrected legislation that would requiring a judge to approve subpoenas for news media communications records when investigating news leaks said to threaten the national security. It was a response to the FBI's secret, successful pursuit of Associated Press phone records in a current probe.

While Democrats counterattacked on Benghazi and parried on leaks, they bashed the IRS' treatment of conservative groups as improper if not illegal ? and warned Republicans not to overplay their hand.

Obama turns his attention to jobs, economy

After a week filled with controversy and criticism, President Barack Obama left town Friday for Baltimore, the second stop on his "Middle Class Jobs & Opportunity Tour." The trip, which was previously scheduled, took him to a dredging manufacturer and an elementary school, with the next stop on the itinerary a community center.

At Ellicott Dredges in Baltimore, Obama announced an effort to reduce infrastructure red tape as a way to boost the economy.

"Sometimes it takes too long to get projects off the ground," Obama said during a speech, citing permits, red tape and planning delays related to infrastructure projects. "Today, I'm directing agencies across the government to do what it takes to cut timelines for breaking ground on major infrastructure projects in half. And what that means is that construction workers get back on the jobs faster, it means more money going back into local economies, and it means more demand for outstanding dredging equipment that is made right here in Baltimore."

The stop at the manufacturer adds the potential of controversy to his trip. The owner of Ellicott Dredges, Peter Bowe, shares the view of many congressional Republicans in support of the Keystone XL oil pipeline. Bowe testified before Congress on the issue Thursday. Obama has yet to announce a position on the pipeline?which would carry oil from Canada and the northern United States to the Gulf Coast?but faces pressure from environmentalists and others to reject the proposal.

Controversy over the pipeline has dogged the president on other unrelated trips. During a fundraising swing in California last month, the fact that the event was being hosted by pipeline opponent Tom Steyer, a hedge fund billionaire and environmentalist, drew pipeline protesters who sought to draw attention to the issue.

Obama made no references to the pipeline in his public remarks at Ellicott Dredges, but thanked Bowe?who gave the president a tour of the facility?for his work at the company.

Much of the president's speech echoed remarks he made last week in Texas, his first stop on the "Middle Class Jobs & Opportunity Tour." While there he announced manufacturing competitions to create "manufacturing innovation institutes" in the United States.

As he did last week, Obama conceded that Washington may not appear to the public to be a place generating much positive news, but that there are things to celebrate about the economy, including rebounds in the housing market and gains in certain industry sectors.

His standard criticism of members of Congress (whom he has been publicly chastising for stalemates in Washington) appeared to be tempered by the attendance Friday of several Democratic leaders: Maryland Gov. Martin O'Malley, Sen. Barbara Mikulski, and Reps. Steny Hoyer, Paul Sarbanes and Elijah Cummings.

"All of your members of Congress every single day are working, fighting on your behalf in terms of making sure we're growing an economy that creates outstanding middle-class jobs," Obama said.

Prior to Ellicott, Obama stopped at Moravia Park Elementary School, where he sat in on a classroom lesson for 4- and 5-year-olds. Later, during his speech at Ellicott, he noted this visit and the goals behind his State of the Union proposal to create universal pre-kindergarten.

He was scheduled next to visit the Center for Urban Families, a nonprofit that aides fathers and families, for a roundtable discussion. That visit will be tied to his Promise Zone budget proposal to identify and assist hard-hit communities, according to the White House.

As the president left Washington earlier on Friday, the House Ways and Means Committee on Capitol Hill grilled the ousted acting commissioner of the Internal Revenue Service, Steven Miller, over recent revelations that the IRS targeted conservatives applying for tax-exempt status. After the allegations were confirmed Wednesday by the Treasury Department inspector general's report, Obama announced that Miller had been forced to resign.

That action came amid continued pressure on the administration to explain revisions made to talking points related to the 2012 attack in Benghazi, Libya?to which the White House responded Wednesday by releasing those emails to the media?and controversy surrounding the Department of Justice's secret seizure of Associated Press reporters' and editors' phone records in the investigation of a national security leak.

MIT's own cheetah robot runs faster, more efficiently video

When it comes to hunting down humans running speeds, MIT's cheetah might come second to Boston Dynamics' own high-velocity quadruped, but by substituting pneumatics with motors, MIT's version apparently runs far more efficiently. At the recent International Conference on Robotics and Automation, the Institute of Technology showed of its newest version, which reached a top speed of 13.7 mph. To accomplish this, the runner still needs parallel support bars to constrain movement in one dimension, reducing any roll, yaw -- and the chances of a pretty expensive fall. The team says the new version's cost of transport (COT is power consumption divided by weight, times velocity) is around 0.52. In comparison, Honda's Asimo has a hefty COT of 2.

This impressive efficiency is down to the use of electric motors over hydraulics, with a new "three phase permanent magnet synchronous motor" providing the necessary torque. Researchers also used biometric principles to conserve energy and reduce stress on joints, including Kevlar tendons across the back of the legs. With all those efficiency increases, it mean that MIT's cheetah can theoretically run while carrying its own power source.
